本論は「自然保護」というものがタイにおいて自然景観に対する国家介在の産物であること、森林が国家の近代化にとって重要であることについて議論したものである。タイは近代化の渦中で、北アメリカの自然に対する概念を受け入れたが、結果として「自然保護」と「経済発展」という背反する概念が存在することになった。人間介在のない自然という意味での「保護区」は、「発展」パラダイムの中で資本化が可能な天然資源として組み込まれてゆくようになる。 ビルマから19世紀の英国植民地式の木材伐採が導入され、神秘的で無秩序な領域であり、都市（ムアン）という文明化された領域から隔離されたものとしてあった前近代の森林（パー）に対する認識の組み換えが生じた。すなわち、森林は林業地となり、「自然」は商品価値をもつ「天然資源」へと変わったのである。外国人技師によって導入された森林科学は、無秩序な森林を合理的に整理・配置された木々へと変えた。こうして、タイ国家、特に王立森林局は新しい管理テクノロジー（国家管理によるチーク伐採や空間管理）や鉄道路線の発達を通した中央集権化を推し進めた。 植民地木材伐採がタイの自然を資本として見る視点を形作ったように、植民地後の国際的な諸機関は、先進国から途上国へ発展モデルや国立公園モデルを移転させようとした。民間産業や観光客の求める国立公園は、近代的市民国家・タイのシンボルともなった。行政官や森林専門家、環境保護グループは、国立公園や自然保護区を設立してこれらを保護しようとしてきた。しかしそれは都市に住み、教育を受けた中産階級の人々が求めた美しさや教育、娯楽といったニーズを満たすためであった。 自然を正当に評価するのに必要な公教育は、地方住民や高地部族を国立公園の管理によって排除したり、地域住民の生活と森林の関係を侵害するのに用いられた。「手つかずの自然」という関心の中で、地域住民は保護区から締め出され、共同体としての権利を失った人々は周辺の森林に追い立てられた。こうした地域では、住民が自然林に対する「脅威」であると述べられがちであるが、実は国家と民間産業が自らの関心に従って自由に利用したため生じたのであり、国家自体がその破壊者であったのだ。 Pinkaew Laungaramsri Read the full unabridged article (in English) HERE Kyoto Review of Southeast Asia. บทความนี้เสนอแนวคิดที่ว่า “การอนุรักษ์ธรรมชาติ” ในประเทศไทยเป็นผลมาจากการแทรกแซงของรัฐในเขตพื้นที่ตามธรรมชาติและแนวคิดที่ว่าป่าไม้เป็นสิ่งสำคัญต่อการพัฒนาประเทศให้ทันสมัยและก้าวหน้า การนำความคิดเกี่ยวกับป่าตามแบบทวีปอเมริกาเหนือมาใช้ในการพัฒนารัฐของไทยให้ทันสมัยและก้าวหน้าทำให้เกิดความคิดที่ขัดแย้งกันระหว่าง “การอนุรักษ์ธรรมชาติ” และ “การพัฒนาเศรษฐกิจ” ถึงแม้ว่าจะมุ่งให้เป็นเขตป่าที่ปราศจากการแทรกแซงของมนุษย์ “เขตป่าสงวน” ก็ยังเป็นส่วนหนึ่งที่สำคัญในการระดมทุนจากทรัพยากรธรรมชาติในแผนการ “พัฒนา” ความสนใจในการทำป่าไม้ของประเทศอังกฤษในยุคล่าอาณานิคมเมื่อศตวรรษที่ 19 ซึ่งเข้ามาทางประเทศพม่าเริ่มเข้าแทนที่แนวคิดก่อนยุคสมัยใหม่ของคำว่า “ป่า” ที่ว่าเป็นเขตลึกลับ ไร้ระเบียบ ซึ่งอยู่รอบนอกและแตกต่างจากเขต ”เมือง” อันศิวิไลซ์ แนวคิดนี้ถูกแทนที่ด้วยคำว่า “ป่าไม้” “ธรรมชาติ” ถูกแทนที่ด้วย “ทรัพยากรธรรมชาติ” ซึ่งเน้นการใช้ประโยชน์เชิงการค้า วนศาสตร์ซึ่งริเริ่มโดยผู้เชี่ยวชาญชาวต่างประเทศได้เปลี่ยนป่าซึ่งยุ่งเหยิง ไร้ระเบียบมาเป็นการจัดระบบต้นไม้อย่างมีระเบียบและหลักการ สิ่งนี้ทำให้รัฐของไทย โดยเฉพาะอย่างยิ่งกรมป่าไม้ สามารถพัฒนาวิธีใหม่ ๆ ในการควบคุม อาทิ การทำป่าไม้สักภายใต้การดูแลของรัฐ […]

森林は地域社会が生活の糧として長く管理・利用してきた。しかし、中央政府が人々から森林管理を引き取ったことで、地域社会は住民参加の欠如によって苦難をしいられ、森林管理も成功することはなかった。本論では、森林管理への住民参加をめぐる混迷について分析する。 国家政策によって、長く木材コンセッション制と換金可能作物の大規模モノカルチャーが奨励されてきた。上から下への森林管理は国中で深刻な経済・環境荒廃を促した。1990年代まで、東北地域は過剰伐採やゴム、コーヒー、果樹プランテーションへの森林の改変を通して最もひどい荒廃にさらされた。これらのプログラムはまた、地方の少数民族の強制移住や他地域からの不法移住を引き起こした。 1997年に住民参加の重要性が認識されたが、森林政策は政府や私企業だけのものであり、住民参加の広がりはわずかでしかなかった。こうした失敗にはいくつかの理由がある。国家機構は森林管理を、影響力のあるビジネスマン向けの政策（厳格なルールとその履行）、および外交だとみなし、地域の現実を省みることなく中央集権的な政策決定を行った。さらに行政官たちは森林に依存する人々に否定的な態度をとってきた。すなわち、地域住民による森林利用が森林破壊の原因で、彼らは森林の運営方法を理解できないと考えた。政府の理解や委託者の信任が増したことでようやく、行政官たちは共同社会活動に参加したり参加型の政策やプログラム、住民への委託を検討し始めた。 森林経営者たちもまた、森林管理に関する枠組みや戦略、住民参加による方法論に対して無知であった。政府役人や地域住民が共に働く参加型学習が奨励されなければならない。最後に、住民が森林運営に参加する誘因が殆どなく、彼らがそれを行っても、適切な利益がないことを指摘しておきたい。実際、上院採択前のコミュニティ林法案ですら、貧しい高地住民を森林の敵だとみなしている。 コミュニティ林業は、森林管理だけではなく広範な変化や地方活性化の手段であり、収入の増加と地方の天然資源管理能力を強化するものである。さらに、意識改革や権利の促進、知識、技術を活用した人的資源の開発に寄与する。そうすることで、中央政府と地域社会との間で意思決定のバランスをはかることができるだろう。 Pearmsak Makarabhirom Read the full unabridged version of the article (in English) HERE Kyoto Review of Southeast Asia.
